Japan - Public Consultation on (Draft) Partial Amendment of Specifications And Standards for Foods, Food additives, etc. for MRLs of 5 Agricultural Chemicals including Quinoclamin

Japan's Consumers Affairs Agency (CAA) has launched on 11 June 2026 a public consultation on the draft partial amendment of Specifications and Standards for Foods, Food additives etc. (Act No. 370 of 1959) to revise the maximum residue limits (MRL) of Quinoclamin, Chlorpyrifos, Spirodiclofen, Spiropidion and Propamocarb.
In accordance with Article 13, Paragraph 3 of the Food Sanitation Act (Act No. 233 of 1947), food containing residual amounts of agricultural chemicals, etc. (i.e. pesticides, feed additives, and veterinary drugs) exceeding a level that does not pose a risk to human health (0.01 ppm (uniform standard)) is prohibited from being manufactured in Japan. However, this does not apply to food for which MRLs have been established for each food product.

1) Maximum Residue Limits (MRL)
Partial amendments have proposed for the MRLs of Quinoclamin, Chlorpyrifos, Spirodiclofen, Spiropidion and Propamocarb
Proposed Enforcement Date:
The proposed amendment is scheduled to enter into force on the date of promulation (however, for items whose MRLs have been lowered (excluding chlorpyrifos), the revised MRLs will come into effect one year after the date of notification. The proposed amendment for Chlorpyrifos will come into effect around December 2026.)
Comment Period:
Affected stakeholders have time until 10 July 2026 to provide comments via Japan's e-gov website
