The Ministry of Health, Labour and Welfare (MHLW) has announced on 7 November 2023 (under MHLW Notification 302 of 2023) a partial amendment of Specifications and Standards for Foods, Food additives etc. (Act No. 370 of 1959) to revise the maximum residue limits (MRL) of Inpyrfluxam, Sethoxydim, Picarbutrazox, Bifenthrin, Pyribencarb and Flutolanil based on Article 13, Paragraph 1 of the Food Sanitation Act (Act No. 233 of 1947) and the standards of use for L-cysteine hydrochloride.
Additionally, they have also amended the List of Substances Specified By The Minister Of Health, Labour And Welfare As Substances That Are Clearly Not Harmful To Human Health Pursuant To The Provision Of Article 13(3) Of The Food Sanitation Act (under MHLW Notification No. 303 of 2023) by adding zinc oxide to the list.

Main revisions:
1) Maximum Residue Limits (MRL)
Partial amendments have been made for the MRL of Inpyrfluxam, Sethoxydim, Picarbutrazox, Bifenthrin, Pyribencarb and Flutolanil.
2) Standards of use for L-cysteine hydrochloride
Before the amendment, L-cysteine hydrochloride could only be used in bread and natural fruit juices. After the revision, it can be also be used in foods other than bread and natural fruit juices when used for seasoning purposes.
3) Zinc oxide (pesticide) was added to the list of Substances That Are Clearly Not Harmful To Human Health.
Applicable Date:
Amendments 1) and 2) shall apply from the date of publication. However, for the below food listed for each agricultural chemical etc., existing standards can still be used within one year from the announcement of this notification.
Amendment 3) shall apply from date of publication.
