Partial Amendment of Specifications And Standards for Foods, Food additives, etc.

The Ministry of Health, Labour and Welfare (MHLW) announced on 26 July 2023 (under MHLW Notification No. 240 of 2023) a partial amendment of Specifications and Standards for Foods, Food additives etc. (Act No. 370 of 1959) to revise the maximum residue limits (MRL) of Dipropyl isocinchomeronate, Isoprothiolane, Diminazene, Pyridachlometyl, Pyrimethamine, Mafoprazine and Metobromuron based on Article 13, Paragraph 1 of the Food Sanitation Act (Act No. 233 of 1947).


Additionally, appended Table 1 of the Ordinance For Enforcement Of The Food Sanitation Act (MHLW Ordinance No. 23 of 1948) has been revised by the Ministerial Ordinance To Partially Amend Ordinance For Enforcement Of The Food Sanitation Act (MHLW Ordinance No. 99 of 2023) to add calcium phytate to the list of food additives that are not harmful to human health.

Main revisions:

1) Maximum Residue Limits (MRL)

Partial amendments have been made for the MRL of Dipropyl isocinchomeronate, Isoprothiolane, Diminazene, Pyridachlometyl, Pyrimethamine, Mafoprazine and Metobromuron.


2) Food additives related amendment


a) Establishment of the compositional standards for calcium phytate.


Calcium phytate must not be used in food other than wine. The amount of calcium phytate used should be 0.08 g or less per liter of wine.


Calcium phytate was added to the list of additives that are not harmful to human health under Table 1 of the Ordinance For Enforcement Of The Food Sanitation Act (MHLW Ordinance No. 23 of 1948).


b) Revision of standard of use for copper sulfate


Copper sulfate shall be allowed for use in wine, and the amount of copper sulfate used must be 10 mg or less per liter of wine as copper (II) sulfate pentahydrate. Additionally, the maximum residual limit of copper must not exceed 2 mg or less per liter of wine.


Applicable Date:

This amendment shall apply from the day of notice. However, for the below food listed for each agricultural chemical etc., existing standards can still be used within one year from the announcement of this notification.
