The Ministry of Health, Labour and Welfare (MHLW) announced on 23 March 2023 (under MHLW Notification No. 80 of 2023) a partial amendment of Specifications and Standards for Foods, Food additives etc. (Act No. 370 of 1959) to revise the maximum residue limits (MRL) of Enramycin, Glycarpyramide, Diaveridine, Sulfathiazole, Thiopronin, Tolclofos-methyl, Pyrifluquinazone, Fosthiazate and Mepanipyrim based on Article 13, Paragraph 1 of the Food Sanitation Act (Act No. 233 of 1947).

Main revisions:
1) Maximum Residue Limits (MRL)
Partial amendments have been made for the MRL of Enramycin, Glycarpyramide, Diaveridine, Sulfathiazole, Thiopronin, Tolclofos-methyl, Pyrifluquinazone, Fosthiazate and Mepanipyrim.
2) Establishment of substances that should not be detected in food
Veterinary drugs Nitarsone, Sodium nifurstyrenate Sodium nifurstyrenate and Roxarsone have been stipulated as "substances that are ingredients of agricultural chemicals, etc. that should 'not be detected' in food."
3) Test method related amendments
The Nitarsone, Roxarsone and Sodium nifurstyrenate test methods were specified; and the trenbolone acetate test method was revised.
4) Exempt substances
Liquid smoke distilled acetic acid was added to the List of substances specified by Minister for Health, Labour and Welfare as having no apparent risk to cause damage to human health (Exempted Substances) based on the provision of Article 13(2) of the Food Sanitation Act.
Applicable Date:
This amendment shall apply from the day of notice. However, for the below food listed for each agricultural chemical etc., existing standards can still be used within one year from the announcement of this notification. The amendment for 2) substances that should not be detected in food shall apply from six months after the date of notification.
