The Ministry of Health, Labour and Welfare (MHLW) has added the below ingredients to the list of "Ingredients that are not deemed to be pharmaceuticals unless they are labelled as having pharmaceutical efficacies" (医薬品的効能効果を標ぼうしない限り医薬品と判断しない成分本質(原材料)リスト) on 12 May 2021 (under MHLW Notification No. 0512 No. 1 of 2021) .

Ingredients and their specified parts found on this list can be used in food preparations in Japan as long as no pharmaceutical efficacy claims are made. The latest consolidated version (as 22 of March 2021) of the list can be found here via the The Japan Food Chemical Research Foundation (JFCRF) website.
