Korea | Fragrance Allergens Labeling for Cosmetics

The Ministry of Food and Drug Safety, Korea (MFDS) announced partial revisions for the "ENFORCEMENT RULE OF THE COSMETICS ACT" under Decree no. 1516 on Dec 3, 2018. Amendments of this Decree will be effective from Jan 1, 2020.

Pursuant to the provisions stipulated by this Decree, ingredients determined as fragrance allergens will have to be displayed on cosmetics labels. Following this, the MFDS announced on Sep 11, 2019 (under Notification No. 2019-429) proposed draft amendments to the "Regulations on Labeling Precautions When Using Cosmetics" to provide the specifications and standards for the display of the relevant fragrance allergens mentioned.
The following 25 fragrance allergens will have to labeled when the fragrance allergens concentration
1) exceed 0.01% in rinse off products
2) exceed 0.001% in leave-on products
